aero2016 and Evolith have described it aptly. The point on which I do agree with Farilo, however, is the one about the less efficient civil servants. You have to drag them along, and as a motivated civil servant, you get annoyed about the extra work.

There are over 1.6 million civil servants in Germany. If you have dealt with 16 civil servants, what percentage is that? It’s quite interesting how you can conclude "most" from that. By the way, it has the same dimension as chains of argumentation in politically extreme circles and, unfortunately, speaks for little intelligence. The system may have weaknesses. You mentioned one. However, the traditional principles of the civil service also have very clear advantages.

Man man man... Always this "There are 1 billion people. Not all are stupid." club... I REALLY, REALLY HOPE that the majority are okay! I was referring to my experience. The ones I personally had and those made within my circle of friends/family. That is what "most" refers to. By the way, the mentioned statistic is only half true. I would bet everything that, percentage-wise, employees in the free market economy work thousands of times more efficiently than civil servants. Why? Again! Because the system of the "unkillable employees" is simply rubbish. I have also often heard that this opinion exists within the offices as well. Those who work there but are "terminable" have much more pressure than those who are "untouchable." The performance is completely different.

So, I'll somewhat politely tell you what I read when I read you: You love to build pressure, to command, to see others jump for you, but you yourself choose the easy way. You can't stomach the fact that when you sit in front of a civil servant, they fail there. Neither pressure nor money helps, you are powerless, he/she is not dependent on you, but only bound by the law. A bad feeling for you: Master of the universe debunked... And now to the civil servant status: It is based on incorruptibility: Therefore alimentation and care. It is based on loyalty. That is mutual. Loyalty to the employer/the German people and its laws, but the employer, the people, are also loyal to me: un-terminable. The principle of task fulfillment: no matter how difficult, no matter how uneconomical, if the law sets a task, it must be fulfilled. Everyone talks about the weather, we don’t. The civil service railway could say that, the modern railway no longer can. Diligence comes before speed. If a process is handled, then please with prudence, carefully, legally compliant. Four eyes principle. Ensures incorruptibility. That someone else looks at my processes again. Especially where money flows.

I have already observed many inefficient employees in fast-food chains ...

Ouch. That sting must run very deep.

In principle, I have nothing against failure. It's human and should happen even in the best places.
The problem is the tone. (But okay. I'm the only one who finds that certain tone really awful.) And also how the mistake is dealt with.
By the way, I'm glad the civil servant is not dependent on me. Thank God! Otherwise, I would still be responsible for such a person. No interest at all.

And where that has led, we see every day anew...
I had to laugh at "incorruptible" :) Honestly. That is really amusing.
But you are just from a completely different generation than I am... Times are changing. There won't be tenured civil servants for much longer. You can already see how they are being cut back. You get three guesses as to why, among other things ;-)

Exactly. That is obviously how a civil servant thinks.
But that is precisely no longer "state of the art." If your employer tells you to walk into a wall, then the good civil servant has probably done so. And nicely, carefully at an appropriate speed. But times are changing.
Be proactive. Think economically (for the people. For the common good).
Hiding behind the complexity of a task will soon no longer be tolerated ;-)

Exactly... IF a procedure is being processed. ;) That’s exactly the point. IF...
Moreover, you probably don’t really want to open the can of worms of "law compliance" with civil servants. There are literally dozens of threads right here in this forum alone that prove the opposite...

Quis custodiet ipsos custodes?

I think you are describing a dream world here. It is nice. But unfortunately not real.
That must hurt to read... I'm sorry too. Honestly.
Your ideology is beautiful. It speaks well of you.
As I said... all not real. Unfortunately.
