it is described like this for me:

he has connected all RJ45 sockets, but not patched on the other side.
For a layperson it is not clear that the termination must be done as a DIY job!
I keep wondering why the electrician doesn’t point out such things in advance, so that all the discussions can be avoided!
He should just include it as standard in his offer. A builder who wants to do it himself can always remove it again.
Service desert Germany..

Our contractor, through whom the electrical installation was done, also said that a LAN installation includes patching!

After installing the patch panel and network cabinet, do not forget that these must be connected to the [Potentialausgleich].

Honestly, I can only agree with you there that you’re rather lucky. In our case, the electrician "kindly" at least connected and installed the network sockets in the individual rooms. (The patch panel was installed later by me and the cables were terminated.) Out of a total of 24 network sockets, six didn’t work at all due to crushed/disconnected or reversed cables. Another four didn’t work properly, meaning they didn’t allow a gigabit connection, sometimes not even 100 MBit/s. Removing an already installed socket, loosening cables, and re-terminating them properly is definitely much fiddlier than doing it with new cables.

At least after that, all connections worked as desired, now even with 10 GBit/s.

If there is nothing about measurement or certification involved, he just connects the wire to the terminal and leaves. The rest can be irrelevant to him and everything beyond that is 100% a matter of courtesy. Especially in general contractor projects, you often can't expect anything at all. I really wonder why this causes such outrage here.

Well. I see that a bit differently. Weren't you surprised that nowhere was asked where and how the other end should look? Patch panel in the distribution box, 19" patch panel, LSA patch panel, or a patch panel with keystones? As a "layperson," you could not do anything with a patch panel either. A router or switch is still missing, that needs to be set up, etc. You don't expect these things from the electrician in this scope of work, do you?

Similar issue if, for example, the construction description said "1 ceiling outlet with switch." There should actually be a lamp connected to that, right? No one would expect from this description that the electrician would just "simply" install the lamp of your choice, because that should be "obvious," right?

No car, no, but in my opinion they really leave unfinished things here. It’s not necessarily about the 500€, but about the unclear scope of services. I do not expect them to set up devices for me, but here a cable with bare wires is hanging out of the wall. That’s something a layperson usually does not know what to do with. If I list LAN connections as standard in the construction service description, then I either have to install a socket on the other side (in the utility room) so the homeowner can do the wiring, or at least explicitly point out that further work for a professional remains to be done on site. The excerpt was already from the preliminary offer of the electrical company. In my construction service description, it only said that x LAN connections were included in the price. But nothing about bare cables hanging out of the wall. Something like that should be made transparent in advance. It wasn’t clear to me, and I know our construction service description almost by heart.
