For a goal-oriented solution: From now on, written communication by registered mail with clear deadlines, etc. I think it is important to get out of the contract cleanly. In parallel, obtain new offers. If possible, use the Christmas period to learn more about electrical systems and KNX in order to better evaluate offers. Furthermore, you can consider whether you want to take action against the electrician in terms of damages, make things difficult for him, or anything else that eases your conscience. However, do not let these points overshadow the focused solution. What has been agreed verbally is worth nothing, so as mentioned, from now on only everything in writing. Otherwise, see above, get out of the contract quickly. Addendum: Is what the electrician installed basically KNX-capable? That would have to be checked first, since he himself supposedly does not know KNX and cannot even read plans.

The green cable has already been laid ..... the actuators would have to be installed in the cabinet and he cannot do that.

He could connect authors but he doesn’t want to. Parameterizing etc. he probably can’t do. As others have already written, everything is now in writing by registered mail. At the same time, look for someone who can do it for you "properly".
