So now I have made it easier for the users and uploaded an excerpt from the development plan with the plot and information about building regulations as well as a sample calculation calculated by me, in the hope that it is understood and executed correctly.

Thank you very much! That helps me a lot, because I have reserved the property until Monday and have to decide by then whether I want to buy it. After my go-ahead, the notary will be commissioned on a binding basis.
My architect, whom I also know personally, won't be back from vacation until the middle of next week, so I couldn't ask him about this floor area ratio issue.

I have not checked your entries in the form for plausibility. But your other thread reveals that there are some not immediately obvious factors influencing the floor area ratio. According to the development plan, a garage in the front yard is not allowed, so it must be placed next to the house, which results in a long driveway and reduces the buildable area for the residential building. With a double garage (6m), there would be less than 15m left for the house, since the building envelope is apparently only 19.50m wide. Alternatively, the garage could be placed on the south side, which would further extend the driveway. Without a site plan, everything is hard to overlook.

That’s really tough for me :(
I want to have the garages to the right next to the turning circle, but apparently that’s not possible due to the lack of a required setback area. I then thought about placing them in front of the street, directly by the house, which would give me the required 3m distance from the street..
But if this area is considered a front yard, I would have a problem.

I am uploading a picture and have marked the two spots for garages in yellow and the house in red.

If that’s not allowed, then how else? One doesn’t build a garage directly in front of their terrace in the south garden, do they?
On the north side, with such a long driveway directly on the neighbor’s boundary, probably isn’t desired by the planner either.

The garage does not require a setback area, provided it is not higher than 3m and not longer than 9m. But in my opinion, the development plan excludes both positions. Due to the special property situation, I consider the first option, unlike the second, not entirely impossible, since this plot is particularly disadvantaged compared to the other building plots by paragraph 4.1 of the textual provisions. However, I see you as dependent on the goodwill of the approval authority, because your wish IMHO is not legally enforceable. You will probably have to ask the city planner who devised the development plan. I also don't understand why a 9m distance must be maintained. But the experts have studied it and surely have a justification. However, this does you no good, since the development plan is now legally binding and presumably no one will initiate a change. So go to the planning office on Monday before the purchase commitment and have them put in writing that the garage outside the building envelope is approvable. Or if necessary, you can forgo the garage, because parking spaces are allowed everywhere (observe area limitations).
