Are you sure you don’t have to keep 5m on your own property? Sometimes building regulations require this to reserve a second parking space on the property. Or it is required due to the local parking space regulations anyway.

Why 3m? You have to keep a 9m distance to the street. You no longer have to draw up plans and submit them to the office, nor hope for a swift processing or wait for a written approval. Yes. Why? It has always been like that. Only now even more construction projects are exempt from approval. Why just a bit less. For garages or carports, there is no bureaucracy at all anymore. At least before construction. Afterward, of course, the surveyor will show up at your door wanting to measure the garage at your expense.

the municipality can also accept the setback area on their street.
My house, for example, has a 53cm setback area on a public path.

As already mentioned, the garages are to be built on a dead-end/courtyard. It is a traffic-calmed zone and probably 10-20 cars will drive on it per day. A parking space in front of the garage only needs to be provided if there is continuous traffic on the street? Also, the building authority spoke of only 3m and not 9m.

I think a site plan would be helpful to avoid misunderstandings.

I don’t understand. Most municipalities have a parking space regulation that prescribes the necessary number of parking spaces depending on areas, usually based on the number of residential units.

Then that’s good. But "your" development plan excludes garages between the street and the front building line.

You are also not allowed to simply block a turning circle just because you don’t want to have parking space on your property... it is, as the name suggests, meant for turning. For garbage trucks and fire department vehicles, for example.
