Obviously, the rock cellar is unknown to the authorities (= presumably not officially mapped), and the "Kommunwand" made up of rock cellar slope support and the former farmhouse building’s exterior wall is – from my perspective completely understandable, my impression would be the same – considered an incomplete demolition of the yard. The rock cellar coverage under the wild little forest is apparently considered an unauthorized terrain modification (filling), "valley side" here means the side facing the plain, that is: the wall with the door. The "Ortseinsicht" is a site inspection during which the official noticed these deviations between his archive map and reality. Presumably, someone called who you "snatched away" the fallow land from and who now wants to "get back" at you. No living person is likely responsible for these discrepancies; outdated map material is not your problem. The walls are certainly not new – whether they are already protected by customary law is hard to say – but indisputably not of heavenly origin. If they – possibly including the rock cellar – are an unauthorized construction, you as the landowner might face the demolition of the whole mess (wall and "rock cellar" along with earthen embankment) at your expense :-(
