If the child is at the age where they can climb onto the bathtub and have the strength to open the window from the most unfavorable position, then they should also be sensible enough that you can talk to the child about it beforehand. Just as you talk to them about not climbing on the chair to open the window.

Our children in the residential area have been riding their bikes alone in the neighborhood since they were 3/4 years old. Of course, at that age, you still check every 10 minutes to see what they're up to. But as parents, you can't keep up anymore to protect the child from all dangers.
The neighbor's child has always been physically very advanced and was already riding a bike at 2.5 years old. At that age, you could tell that the head was not as far along as the body. He simply sped away from his parents and then just stood on the main road.

If I were an arbitrator, I would advise moderation and peace. My suggestion means reordering the window from single-sash one-part DK DIN left to single-sash two-part DK DIN right with fixed lower part, i.e. fixed glazing on say about the lower 20 cm, so that the fall protection height would be ensured up to the opening sash. Before window installation, the additional costs of this measure would be an example of an appropriate contribution from the GU towards an amicable agreement. Say goodbye to the delusion that the guy owes you a free redesign as the final instance result, there I fully agree with . I still belong to the generation “before the spread of the seatbelt”; the ordeal of ever having to write the word “bicycle helmet” in a dictation also passed me by accordingly...

Apart from the imho exaggerated fear, children are old enough at some point. Leave the window as tilt-only. Remove the handle. Turn it directly into fixed glass (probably too late?). You still have another window in that room. Why all the worry? There are so many solutions in the 50-100€ range...

That would be an absolute own goal if acceptance and move-in were delayed as a result. The authority also does not give a recommendation about who pays. If you want to argue, it will cost you money and nerves, and there is also a high probability that you will have to pay anyway. Moreover, the dispute will also cost you the move-in date if acceptance does not take place. So it is not a particularly pragmatic solution, even if your emotions initially demand it. Since you do not want the solution with the lockable olive, I would negotiate a deal with the general contractor. We had a very similar bathroom situation and a difficult general contractor in the last construction. I personally bought a lockable handle for a few marks (2001) and installed it. It was really not worth a dispute. Our son was already climbing garage roofs at 5 – raising children is an ongoing process of supporting, setting guardrails, letting go, allowing experiences, and trust. Our boys are 20 and 22 and still present us with challenges.

The bathtub does not stand fully in front of the window but rather only about 20-30 cm beyond the corner. The window would have to be fully open, and then one would also have to be able to climb onto the edge of the bathtub. We have lockable window handles everywhere above the ground floor. There are also child safety devices that do not require a key and have a special push system.
