Quite simple, so that I don’t need a huge hot water storage tank like with a heat pump (and thus avoid all kinds of problems), but can manage with a slim 150-liter tank (that’s how much is needed to buffer the burner output). Hot water can be produced almost on demand with 20 kW and is therefore available almost indefinitely.
Heating power is actually usually only needed at 5-8 kW.

Generating domestic hot water in a flow-through system with a 20kW burner is probably about as sensible as trying to do it with the heating element of a heat pump.

Between 150l and 400l (I think this is where the obligation to have legionella checked begins?!) there is still something ... in a normal single-family house, hot water in a gas heating system is a byproduct, for which the burner has to cough twice. During the heating season completely irrelevant. In summer, however, it would be wise to fill the storage tank once instead of constantly firing up the burner.

26 degrees? Really? Does the place even get warm then?
If that’s the case, there’s not much you can do with the adjusting screw anymore.
If you still have a warranty, you can send the heating specialists a notice of defects. They have to ensure that the 35 dBA limit is met at night. Otherwise, your neighbor could have the heating shut down.
In reality, there’s probably not much to be done and if you don’t want to replace the heating system, you can only consider a soundproof wall towards the neighbors.

Google "Wärmepumpe" and "Schallrechner" and report back to us on the results. Certainly about half as loud roughly as according to [TA Lärm], but we will see.

Why shouldn't that be sensible? On the contrary, it would actually make sense to produce hot water only when I need it! In other words, get rid of the hot water storage tank! But then the heating system would probably have to struggle too much. From an energy balance perspective, it doesn't make much difference whether I heat for 10 minutes at 20 kW or 20 minutes at 10 kW.
The heating element of a heat pump, on the other hand, is an absolute energy nonsense. But it can't be helped, since a heat pump usually can't reach more than 40-45 degrees. It only depends on the overall balance of the system; as long as that is still okay, you can afford things like that.

Whether or not to heat the storage tank to 75 degrees once a week due to the risk of legionella is something everyone has to decide for themselves. The risk is negligible, but if it does get you, the complaints are big.
