Many of my colleagues are also energy consultants, since thermal insulation has become increasingly relevant for planning. Therefore, I would rely on an energy consultant who is also an architect/engineer and commission them accordingly. The commissioning is rather the problem, because if this person is not also the construction manager, it depends on the assessment of the client when this person is involved.
Furthermore, I would check whether this person is listed as a member of the respective architects' or engineers' chamber. A consulting engineer or architect usually always bears liability for their consulting services.
With associations or organizations, I have become cautious, as often these are only expert opinions with a liability disclaimer.
