I’ll translate:
Terrace counts as the main facility, yes.
In total, you are allowed to build 313.125 - in total, that is, with main and secondary facilities.
From these 313.125 you subtract the main facility and arrive at the number that you can build with driveway and the like.

At least that’s how I read it from Escroda.

I really can't quite wrap my head around the fact that the house and terrace are independent and that I am therefore allowed to build over 300 sqm....

I have attached three small excerpts from the development plan and justification that I had previously partially quoted.

Yvonne, you understand me. I’ll try to clarify again: House and terrace are currently not independent. Both are structures that are not mentioned in §19 (4) and are therefore not privileged. The sum of their footprints in relation to the plot area must not exceed 0.25. If your house occupies 100 sqm of footprint, the terrace may not be larger than 108.75 sqm, because (100 + 108.75) / 835 = 0.25. According to §19 (4), however, additional areas must also be included. If this causes the floor space index to be exceeded, this is permissible as long as the exceedance does not surpass 50%. According to your site plan, I have roughly estimated 8m * 18m = 144 sqm for the carport with surrounding paving and 2m * 10m = 20 sqm for the access path to the house (which can be determined more precisely from CAD), totaling 164 sqm (a nitpicker could now also include the individual paving slabs). With the terrace as an unknown quantity, the calculation is as follows: Terrace = (floor space index * 150% * plot area) - house - ancillary facilities, but no more than 108.75 sqm = 313.125 sqm - 100 sqm - 164 sqm = 49.125 sqm

thank you very much for the detailed explanation. I assume that you have enough experience in your professional field as a surveying engineer to make well-founded statements in this area.

Just for your information: terrace and balcony always belong to the living space, in residential construction they are even proportionally included in the living space.
