Yes, bass is strange there, the above-mentioned phenomenon is usually due to the wave pattern of the bass. The lower the frequency, the longer the wave, and it can therefore unpleasantly crystallize somewhere else entirely. At unfavorable multiples of the length, several amplitude peaks of the same direction accumulate (standing wave) and that becomes really unpleasant. If a "valley" meets a "peak," cancellation can occur and you ironically hear nothing at all. In the specific case, it could be that the neighbor standing next to the boombox doesn’t perceive anything loud and therefore turns up the bass even more, but you receive double the normal dose due to unfavorable reflections in a standing wave. However, this is not so dramatic in free field (fewer reflections).

Then we would all have to calibrate our setups, which doesn’t help much. A reasonably good sound level meter costs around 100 EUR. Or maybe you can rent one somewhere? Just make sure it doesn’t only measure in dB(A) mode (bass filtered out), but can also measure in dB(C) (full spectrum).

In another forum, it is the pool's water pump that constantly causes disturbance. He managed by nailing old Bundeswehr blankets (those felt blankets that are still lying around somewhere in every authority) behind his wooden privacy fence. Outside, that is, on the neighbor's side. According to his statement, it dampened the noise. However, the neighbor found it ugly and tore it down. Maybe there's an approach in that which you can follow up on?!
