Wallpaper or plaster? Which is better in new construction?

Basically, everything is diffusion-open as long as you don't paint on silicone paint and liquid sealing underneath... An average dispersion paint has an sd-value of 0.5m, a good dispersion silicate paint achieves <=0.01m. Painter's fleece has about 0.03-0.05, paste is around 0.01.

The sd-value describes the water vapor permeability that a stationary air layer of that thickness has.

In the end, it's more about whether I'm wearing a T-shirt or a sweater and "oilskin" on top.

And about the money. Q3 and painter's fleece cost a lot more money than Q3 and painting directly. Just the material for 500m² in a reasonable quality, that is fleece and adhesive, quickly costs 750-1000 EUR.

But if you have 5,000 EUR for everything, Q3 and painter's fleece won't work anyway. That's at best enough for the ground floor, you won't get anything for the staircases where the painter has to work with scaffolding. Let alone the material for your own work in the upper and attic floors. Sand the walls as best as possible and paint directly on them.

PS: Calculate about 2 EUR/m² for a good paint alone.

the construction status is almost finished (windows have been in for a long time and the screed was just laid)

But the developer wouldn’t have agreed to that either, I can say, a core drilling for the extractor fan was also strictly prohibited
Everything related to the energy calculation was completely rejected

Yes, we have the land and house from one source (we didn’t find anything else with a basement within our budget)

We have budgeted a maximum of €5000 just for the painter

for the rest (own work) we have budgeted another €2000

What would be a simple and good solution that is also quite cost-effective? in your opinion?
One with which even a layman can always achieve a good result?

just plaster the walls (yes we get the filler for free and have enough) but as a layman you can’t easily make the walls smooth like that? or am I imagining it too difficult, I often hear that filling is quite difficult especially to get it smooth

Common sense also leads many to the assumption that it makes no sense to ventilate at 4°C outside temperature and 99% relative humidity, because the air outside is much more humid than inside at 21°C and 65% relative humidity.
It is probably similar in this case. Feel free to show me a new building without any settlement cracks.

For this reason too, it is questionable to cover a new building directly with painter’s fleece. Because then you don’t see the settlement cracks anymore and accordingly cannot assess whether they are normal or structurally concerning.

With painter’s fleece and paint, the €2,000 will be a tight budget. You also need tools.
A drywall sander costs €150, plus sandpaper... or €40/day to rent.

I have Q2 plaster, I sand it with a drywall sander, then paint it and putty over what really catches my eye.
That’s how a painter friend recommended it to me. How well that works, I have no idea.
But I will certainly have to make compromises on quality, since I haven’t been doing this every day for 20 years.

You can certainly putty completely beforehand and then sand. But I hardly believe that as a layperson I can get a wall puttied to Q3 better than professional plasterers get Q2...

Best you try it out and also time how long you need for a wall. Because there is the next problem.
If you need a week per room, then you can calculate when you’ll be done... and that’s only the beginning, after that there are floors, furniture, etc.

That would have been another question from me. Would you then recommend a drywall sander for sanding? Or a hand sander and do it with muscle power? I have also seen drywall sanders for 90€, for example Scheppach or Parkside, but I don't know how good they are. I have never worked with a drywall sander. Should we also buy a construction floodlight to create grazing light to see unevenness there?
