If you're afraid of neighbors looking in, you should choose the property location very carefully, and a corner lot in a residential area is a poor choice. You would probably make some enemies here too, but that's irrelevant.
I see the solution as removing this plastic according to the demand and possibly creating a partial privacy screen a bit further away from the border. Or you pull the fence in further and plant some nice ground cover in front of it.
