That sounds to me somewhat like the Dresden/Freital/Bannewitz/Kleinnaundorf area.

Here, Wismut was active with its uranium mining. Radon (without the e) is to my knowledge a decay product of uranium.
A barrier foil is then installed under the houses. You just have to be careful that it is installed the right way around. I have heard that houses are supposed to be uninhabitable because the foil was installed the wrong way around. (however, hearsay)

In general, the development plan should also be observed. For example, in our area it states that at least 2 parking spaces must be created. Parking on the street is therefore not possible. Something similar could apply to the outdoor facilities.

I couldn't identify any direct linkage here either. But as stated in the article quoted by ypg, even the most adventurous connections (shared flyer, etc.) can lead the tax office to view things quite differently.

Therefore, I recommended making an inquiry with the relevant authority to avoid any unpleasant surprises.

The joint flyer? Haven't experienced that yet. But I think such a thing would then be pushed endlessly in the media. On the other hand, you don't read anywhere that I didn't have to pay real estate transfer tax on my house.

However, if you buy your land in the regular way from the municipality, and then make a free decision regarding the general contractor, that is separate. I couldn't read anything else here. And I even did it that way.

You are right. That should be the "normal case."

In contrast, at a local street festival, a construction company had an information booth, and at this booth the plan of a newly designated development area was posted.

Our acquaintances made an appointment with the construction company at the festival and ultimately built with the company and purchased the plot directly from the municipality.

However, the tax office apparently recognized a connection due to this booth (it must have been noticed by a clever tax officer) with the posting of the development plan and issued the notice for the real estate transfer tax including the house price (which was requested by the caseworker from the builders).

The matter is currently still under review, but it can happen that quickly...

Yes, that's what I'm talking about... especially in urban areas (and I count Dresden among them!) the tax is usually due on everything... if you only pay on the property, you were just very lucky... a few years ago, the situation was quite different... and nowadays there are enough rulings that favor the state...
