That sounds to me somewhat like the Dresden/Freital/Bannewitz/Kleinnaundorf area.
Here, Wismut was active with its uranium mining. Radon (without the e) is to my knowledge a decay product of uranium.
A barrier foil is then installed under the houses. You just have to be careful that it is installed the right way around. I have heard that houses are supposed to be uninhabitable because the foil was installed the wrong way around. (however, hearsay)
In general, the development plan should also be observed. For example, in our area it states that at least 2 parking spaces must be created. Parking on the street is therefore not possible. Something similar could apply to the outdoor facilities.
