The external roller shutter is not completely waterproof: is that normal?

And if they are not lowered at all, they are not affected at all because they are then hidden in the box.

Apparently, the rain runs through between the facade and the element. A complete Kevin measured this. The elements should have been installed in the reveal. Apparently, some smart aleck wanted to avoid the fact that this naturally costs clear height. This type of installation is of course also possible, but with different connection details and possibly a different order of plastering/installation. What does the architect do for a living?

Surface-mounted retrofit box shutters are not unusual. The following options exist:
    [*] The shutter box was installed with sufficient distance in front of the facade = water inside at the shutter is not a defect. Water can/may run down between the wall and the shutter. Advantage: no "stagnant water" on the facade on the box…. much less dirt buildup on the box. Disadvantages: shutter not "light-tight"… [*] The shutter box is sealed tightly to/in(?) the plaster of the facade… the shutter box must be properly connected and sealed horizontally at the top. Water inside at the shutter = defect. [*] Improper combination of 1. and 2.… without proper connection… water inside at the shutter = defect.
There are presumably reasons why the retrofit box shutter was not installed on the frame in the reveal… without a photo showing the window and reveal, a serious assessment is not possible.
