Legally speaking, the developer is entitled to compensation; the contract usually states 10% of the total amount if you unilaterally withdraw from the contract.
And he will enforce that, no matter what the seller said in the preliminary discussions.
Because, even if it doesn't seem obvious at first glance, the developer/general contractor suffers a real loss if you withdraw. You have tied up capacities. Your plot/house or the capacity for it could not be marketed elsewhere.
As a rule, the developer has already begun internal planning/preparation...
You can prove to the developer/general contractor in court that no costs have been incurred. But that can take years, and the outcome is uncertain...
