Well, I want to tell you the situation: Since I couldn’t get any reliable information from Google, but the consensus was more towards a regulatory offense, and I also couldn’t rule out a danger to playing children (since it was about the direct proximity to the roadside—an adult could also have tripped over it), I called the local police and my colleagues and asked about the matter. Of course, my husband and I also debated beforehand about the possible danger, but we concluded that children in this residential area do not see the option to somehow test their boundaries. This stuff simply has no place near the ground or the street. Even for direct contact with the dog owners unknown to me, my arguments wouldn’t have been fundamental. My colleagues then offered, of course, to take a look at the situation, which they did when they had time. All in all, a notice resulted which was sent to the municipality. Because the statement from the man was that this had been agreed with the municipality, but he no longer knew the name of the lady. He simply wants to keep his little dog on the property. When we walked by there again yesterday evening on the way to the supermarket, the power generator and the wires had been dismantled. Only the two corner posts still show that the dog owners had planned something at the street. Today I learned that he was still at the station yesterday and reported that he had given up on the fence and dismantled it. ... That works! The curious thing about this is: if he hadn’t overdone it and had taken the property boundary, not the street line, it wouldn’t at least have been noticed by passersby. Between them lies a green strip, seamlessly going into the garden, but planted with an avenue tree on that property. They carefully packed and unpacked that. If they had left the green strip as it was, a danger like a trip hazard and unnecessary trouble by a scare probably would never have occurred.
