I would not go onto the border with the fence without consultation, but keep a distance and stay on my property. In the end, the neighbor might not like the fence or might not have wanted one at all, and then you have to remove it. That happened to some people in our development area back then.

Write a letter with your request and contact information and ask the GU to forward it to the neighbor. Maybe you'll get in touch that way.

Then the new owners are also builders and are accordingly listed on the construction sign. Provided that the state law allows it in the specific case. Edit: and they are already in the land register. If there is a legitimate interest, the owners can be requested at the land registry office.

As GU, you are the client. Clients are listed on the construction sign. Keep in mind: There is a difference between in front of or on the boundary.

The solution is obvious to me. Even if the GU does not disclose the neighbor's address, you can send a message to the neighbor through the GU. Something like this: "Hello, we are your new neighbors, Name(s), and look forward to getting to know you soon. We are currently concerned about the design of the property boundary with you. It would be nice if we could coordinate on this. Our GU takes data protection very seriously and does not give us your contact details. Here are our (......) so that you can get in touch. To a good neighborhood, ..." The likelihood that you will have security and a good solution increases, and you can save yourself all the subjunctive thoughts.

exactly: State law is the keyword!

In general, it is defined in neighborhood law who is responsible for the construction of the dividing fence. Years ago, this was reversed here, presumably for nationwide standardization. Now, the person living on the left side when viewed from the street must build and finance the boundary fence on the right. Unless both parties mutually waive this.

Good morning, we have been able to speak with both neighbors, neither has any problems with a fence. We will set the fence about 30cm away from the boundary. Our property borders an apartment building, which is enclosed by a fence. We are allowed to put up a fence in front of it as well, right?
