Quick telephone response from KfW.

There is currently no KfW55-2009 program, therefore no conditions.
(even the Passive House is currently classified as KfW70-2009)

If third parties claim otherwise,
this would be considered unfair competition.

That there are no application forms or leaflets with the requirements,
is therefore only logical.

Attention, I have not yet familiarized myself with the topic of "blocking periods".

A possible disadvantage thus quickly affects the builder!

My trust would now be significantly disturbed,
if I were lied to in advance in order to obtain the contract.

Best regards

So two clarifications regarding this:

It was not used as bait to get a contract!! Secondly, no one claimed that such a program currently exists, but as clearly seen on the KFW page, the requirement will come into effect at the beginning of 2010!!

And the reference in the link points to the changes yes, but it also clearly states that from the beginning of 2010 there will be a KFW 55 according to the Energy Saving Ordinance 2009..

The following answer I already received in October from the Federal Ministry of Construction:

Vorbehaltlich der Bereitstellung von Haushaltsmitteln ist beabsichtigt, im Verlauf des Jahres 2010 die Förderung von KfW-Effizienzhäusern 55 aufzunehmen. Nach den bisherigen Planungen soll ein spezifischer Jahresprimärenergiebedarf von 55% der Neubau-Anforderung der Energieeinsparverordnung 2009 gelten.

That's right, it means the requirements are already stated in the [Energieeinsparverordnung], but that doesn't mean the [KFW] has implemented it yet. In my calls to the [KFW], I have only heard so far that they don't know anything yet, maybe mid-December, etc.

exactly that is not the case,
because the previous KfW55-2007 requirement is now KfW70-2009

The requirements will be included in the new KfW55-2009 leaflet.

Well then there are two possibilities: Either the house manufacturers have already received something for it, because they first have to adjust in the planning of the houses

or

My official KFW form (which was changed by the manufacturer on the Energy Saving Ordinance 2009) is pure fantasy from them and will backfire during financing, which would be more than embarrassing for the house manufacturer.. I will wait and see
