So, I'm missing 1m or can't follow you.
If the contour lines in the development plan are still correct, then the northeast corner of the building plot is at 185m, the southeast corner at 186m, and the northwest corner at 184.4m. If you choose the ground floor floor height as 184.4m, you can step out onto the west terrace at ground level, which naturally cuts into the slope to the south, but only about 50-60cm. On the east boundary, you have to remove 40-70cm in the north for the garage entrance and the house entrance, which you fill up to 187m in the south. The terrain there is then 2.6m above the ground floor floor height. If you now play a bit with the centimeters, one step might be enough to step from the upper floor onto the south terrace.
Should balcony and outdoor stairs be included in the building area?
Yes.
If yes, would an exception be possible for that?
I think so, since even the winter gardens are allowed an encroachment.
