That also cannot be answered generally. Heat pump basic prices are usually significantly cheaper. The problem, however, is generally that the price difference between the individual tariffs is becoming smaller and smaller. Therefore, calculate. In 2009 with off-peak/on-peak rates, it was definitely still worthwhile (for us).

Just as an example:
4,000 kWh heat pump electricity in my case the cheapest offer with all discounts about €80 per month (+ second meter)
4,000 kWh household electricity in my case the cheapest offer with all discounts about €79 per month (without second meter)

Of course, this only applies if you switch providers annually and take advantage of switching bonuses. So currently from me a clear "No" to two tariffs / meters.

ok, so it depends on the consumption. I was always led to believe that we need two tariffs for the air-water heat pump and for household electricity. Is that not the case? From when does the air-water heat pump permanently draw electricity or is this always the case? Maybe I haven't fully understood the principle yet.

But not everyone has photovoltaic. Then a different calculation applies.

No, that is not the case. The electricity provider secures a part of your consumption costs and therefore has an interest in selling the second meter.

In that case, the photovoltaic share is set to 0%.
