The real estate agent is "funny" ... if he offers the apartment to the WEG people, then they probably don't do that. I would definitely exclude the real estate agent first. If someone from the WEG is interested, they will also be happy not to have to pay any agent fees.

Immoscout listing. Give it to the housing community with the note that they would be preferred. And that's it. If the location is good and the price reasonable, it will be gone quickly anyway. I wouldn’t worry too much about it nowadays.

No, approval (i.e. resolution) of the [WEG] for a sale is not required. It depends on the division declaration/community rules. If applicable, the approval of the administrator may be required. In my opinion, the so-called administrator's approval is now purely formal.

That first has to be agreed upon and even then the hurdles are high. The community can only refuse for an important reason if the peace of the house would be disturbed or the buyer is not financially capable. Prove that first...
I don't think that anyone has written this down in a building or residential complex with 50 parties.
