Could it be that the conservatory on the ground floor is not classified as living space and therefore no planned roof terrace is allowed? Roof terraces are assigned entirely to the living area.... I have no idea, just a thought of mine [emoji848]

Exactly. The conservatory should/must be thermally separated from the house. Accordingly, the intended conservatory construction made of wood would effectively not be living space (however, my parents want to use it as a dining room).

Aside from your problem... outside the thermal envelope, the conservatory is without heating. That would be somewhat uncomfortable when eating ;)

To me, this reads as incitement to add the floor area of the roof terrace unofficially once no inspector is expected after the completion notice.

The structural verification for the conservatory relates to the fact that the conservatory supports its roof and the snow load thereof – the weight of a retrofitted terrace will certainly not be part of this calculation. After all, there will be at least, for example, paving slabs or terrace tiles with spacers on top – one would hardly want to place tables and chairs directly on a roof covering with a sufficient slope for drainage. I consider the architect a blatherer. People will want to step out onto the terrace: how does he intend to justify floor-to-ceiling windows to this roof when the railing is not yet included in the plan?

well, you can put floor-to-ceiling windows wherever you want - we also have them on the 1st floor without a balcony or anything in front. however, I also find this advice from the architect quite questionable - I wouldn't go along with it like that.

But not without fall protection.
