Oh, here comes the same old story again, "Do you really think the electrician does that?"

Yes, he does. He has to do it. It is mandatory when installing a new system, and this also includes the expansion of an old system with new components, which by the way also voids the protection of existing installations.
As I said, forgetting to connect a PE conductor can, in case of a fault, result in a fatal electric shock. The RCD simply won’t trip then.

Sometimes I feel really sick because of how negligent some people are with electricity here.

I assumed from the beginning that it was a trained electrician. And I explicitly wrote: "theoretically". That means no approval or application is needed from a master craftsman listed at the utility company. Unlike in new construction, where you otherwise won’t get the connection. In the post I replied to, it said that it doesn’t work without a master craftsman listed at the utility company.

Finally, it should be pointed out that electricity, alongside gas (and fuel, which I also sometimes deal with professionally), is one of the most dangerous things our modern world has to offer, and we surround ourselves with it every day.

Electricity or voltage cannot be smelled, tasted, felt (without touching), or seen. And if you then feel it, it may be too late. Few people know this, but in susceptible people with heart weakness (who often only find out when it has happened), ventricular fibrillation can already occur below the tripping threshold of an RCD. Above that or without an RCD... it's a matter of luck.

In this respect, I cannot understand the ease with which people always talk about electricity here. And where people also like to skip the inspection. As if the workshop wouldn’t perform a test after a brake change... Oh, now I’ve let it slip, they probably never do ;)

Good comparison. Do you know how the workshop does the brake test? Drive once around the block, brake, done.
You shouldn’t take it too lightly, but also not overdo it. Even simple electrical work can be learned.
Many older houses don’t even have an RCD yet. Do people die there daily? Certainly not.

In my new build, I had the meter installed by the electrician and then did the entire installation myself. Without an inspection. Well, I am an electrical energy technician. With such a scaredy-cat mentality, it’s no wonder your houses become so expensive.
