because you are only allowed to move in once the house is registered as completed with the building authority, and you can only do that once it has been accepted.
and because, depending on the situation, you may not be allowed to move in, as you possibly do not have the right of residence.
especially since moving in is effectively equivalent to a (defect-free) acceptance.
if you build according to VOB, the following trade must report defects. if the following trade simply starts working, the previous trade is considered accepted as defect-free. are you already painting? maybe the plastering work has then already been tacitly accepted as defect-free.
Hmm.. yes, I've thought about something like that too. If they refuse me entry, that would of course be bad. Yes, we are painting. I just wouldn't have thought that the plastering work would then be considered defect-free.
