Refusal of building acceptance due to outstanding work?

I think it depends on the defect. If the defect prevents you from moving in, why should I accept the house?

You won't get through with . The house is habitable . That is merely a cosmetic defect . Or how do you want to justify not moving in ?

Currently, the main contractor is in negotiations with the interior plasterer. Apparently, they have withheld some money from him for his last work. Yes, that's how the trades are suppressed. They now want to release it because he repaired the exterior plaster after the windows were repositioned and so to persuade him to do the interior plaster.
