No, at least as a raised variant, this cannot be done with paint. I believe our mason implemented it with plaster beads and reinforcement mesh. You can also consider creating the reveals inward. In that case, boards are placed around the windows during the plastering of the facade and then removed again. Of course, only option 1 is possible afterward.

Personally, even with the same thickness, I would prefer a different surface texture – so probably reveals and fascias in a later work step. What is it supposed to be ( ): a colorful house with white collars around the windows? – I would find raised "old-fashioned" nice, as a natural stone imitation, and with a curved upper edge, for example.
