You could see it that way. Your bad luck is that the street distances of your neighboring houses differ hardly at all. IMHO, however, the small number of neighbors (3) argues against deriving an actual building line from this.

That would contradict the administrative principle that each matter falls under only one jurisdiction. The spatial boundaries of development plans therefore never overlap, just as each municipality always belongs to only one federal state. Otherwise, a situation of competition between two different legal situations would arise for all plots on the edges of their respective areas.

Yes, gladly. I quickly did it with a program where I can't rotate the numbers. I hope it is understandable. The next neighbor has 4 m from the house wall to the sidewalk, for us it would be 10 m. The plot is 20 m wide, the house including garage is 17 m. Long (to the back) the house is 9.5 m and the garage on the right side 9 m. However, I did not include the small offset.
