Purchase "building plot" price negotiations

Hello forum community,

I have been reading here for a while and really find this forum great.

My family and I are planning to purchase a plot of land near my parents-in-law and then build on it. The whole situation is already difficult enough, considering the outer area, etc.
According to our architect, we would be allowed to build a bungalow with the dimensions 10x11 m there. Regardless of the size of the bungalow, we would now like to deepen the possibility of purchasing the plot in general. Of course, price comes into play immediately as well.
The current standard land value of the plot is 40 €/m2 and of the total 1500 m2, 600 may not even be built on.

What do you think would be a realistic price per m2 for such a plot, or what demands could still be accepted in this case?

I would be really grateful for a little assessment. Demand is currently rather moderate, after all.

Without an approximate indication of where the whole thing takes place, no one will be able to make a statement. I would always have the buildability in the outer area confirmed by the responsible building authority.

The whole thing is to take place in the southern district of Osnabrück. It has already been clarified

External dimensions of 10x11m = 110 sqm, minus walls etc., about 90 sqm of living space remain .. is that even enough for you?

Of course not. But that's not the primary concern right now. We will explore the possible options once we know if we can get the [Grundstück]. Without the [Grundstück], all further considerations become unnecessary. The same goes for any efforts if we actually have to stick to the 90 m2. So it doesn't really matter how you look at it.

I can still imagine how one might come to a building window of 110 sqm in the outer area – we have a similar case here in – but not why it is supposed to be a bungalow specifically. Is there a hunting lodge there now, or where does this unusual requirement come from?
With 600 sqm of effective building land, 110 sqm is a floor area ratio under 0.2, which is quite weak. 100 euros per square meter (40, but times 1500 divided by 600) purchase price looks cheap, but the actually unneeded 900 sqm not only have to be mowed but also taxed, pay property charges, etc. Also, the low purchase price will reflect that development in the outer area is expensive and costly (we have several threads here on the topic of how expensive utility connections can be even at "only" sixty meters from the roadside).
It can’t be only outer area near the parents-in-law; what do the normal building plots cost there?
