Thank you for your help and the development plan states:

    [*]basements may count as full floors if the top edge of the ground floor is not higher than the street in front (measured from the middle of the house to the outer edge of the sidewalk/curb)

So I assume that the top edge of the ground floor may be around 257.
Therefore, in my understanding, 255m is unfortunately not possible because the top edge of the ground floor would be > 257m.

I interpret this to mean that the basement here is not counted as a full storey (here only: I) as long as the ground floor does not raise above the street level. So basically I full storey, but besides I+D also U+I+D.

Please name the development plan (not as a link, but for example "Posemuckel No. 234 Blumenviertel")!

Due to the steep slope, exposed basements result. These are also additionally permitted as full floors.

Unfortunately, you are right. As I said, I was not aware of the development plan. I will take another look at it.

The garden stuff has a connection to the garden via the sidewalk. The main living area can be connected to the garden via a spacious terrace. From the terrace, a path and/or stairs lead into the garden. I am surprised by the planned non-residential use of the ground-level accessible basement room.

Stupid question: if necessary, dig the basement another 0.8-1m deeper - is that such a big deal? Then the subsequent garden area would even be a bit flatter.

By the way, I like the second arrangement best, as it keeps the largest part of the southern area free, and you have the possibility with garage/carport to create some "separation" from the neighboring right plot. Is there already a site plan for the intended construction on this (right) plot?
