If it is to be that way, then somewhat optimized. Carport 6*7m parking space for 2 cars is certainly a must. I would leave out the retaining wall. Well compacted backfill and a slope of 1:2 is also sufficient. Only the roof of the carport extends beyond the 6 m. That should not be a problem. By the way, the neighbor has not built on the boundary. That means you have to go onto the neighbor's property so that there is no gap between the buildings. Either the neighbor gifts you the piece or you buy it.

I was mistaken, the distance is 5 meters to the street from the parking space, nothing is stated about two parking spaces in the development plan, does that result from other building regulations? Regarding the neighbor's garage, yes, one would have to talk to the neighbor about it, that's right. I currently tend to first position the house as is and then have the external area roughly done by the earthworks contractor, just like you say simply strip the soil behind the carport.
For me, the question is rather why the terrace is planned in the basement? You usually want access from the living/dining area on one level. ?
The nicest spot on the property is at the back in the garden. The neighboring property behind belongs to the parents, so I mean behind the garden. The main orientation is the existing garden. The basement is to be developed later and because of the slope, it makes sense to have it look out onto the already lower garden. At first, there will be lawn there, later perhaps a terrace in the garden. In front of the house there should be a small terrace facing the front garden, basically to the east.
Since we have no floor plans, we can only speculate, but from the posts of I gather that the basement is currently unused and the living/dining is on the ground floor. Also, somewhere something is written (or drawn) about an outside staircase to the garden. Therefore my question...

Unfortunately, I am not home this week and do not have access to the latest floor plans but I will attach some that are not quite current. I tried to mark the changes with my smartphone in the basement, but that’s crap. Downstairs I have a large room with three openings to the garden; these will virtually become 3 rooms later. Access to the garden is to be possible on the right side of the house. So from the living room you can get through the north wall, there is a door, over a ramp/sloping terrain into the garden. Or you go through the kitchen via the pantry to the carport and then behind that into the garden (depending on how it is built or sloped there, there will be either a stone staircase or just downwards. That’s the rough idea.
The development plan with building boundaries should also be helpful.
