New single-family house construction in Lower Saxony - what is the amount of the architect's fee?

I think we are still talking past each other. But roughly speaking for us:
Land incl. purchase incidental costs: 100K,
160sqm KfW55 house turnkey 300K,
Exterior/garage + additional construction costs + customization + some interior fittings another 100K

= 0.5 million project volume.

150sqm stepped floor Energy Saving Ordinance standard (gas condensing boiler, controlled residential ventilation) 230k€ current catalog price with our general contractor. If you don’t want white windows, the standard door, or manual shutters, you have to upgrade. For KfW 40+ you still have to insulate and add photovoltaics etc. Villeroy & Boch toilets instead of standard, Q3 plaster, finished floors. That adds up to about 70k€ upgrade, so we are at 300k€.
Prepare the plot with 150sqm paving and some topsoil added, lawn and plant a few bushes yourself: 20k€
45sqm carport: 10k€, garage of course significantly more expensive.
40k€ incidental building costs including kitchen and a few new pieces of furniture.
makes about 370k€ + 60k€ plot - 4500€ BAFA subsidy for the geothermal system and 15k€ repayment grant KFW.
Local prices for hiring people, of course cheaper if you can contribute your own labor. I just don’t see 0.5 million there.

Ok, then it might partially be the equipment, we have such gimmicks as a freestanding bathtub, electric shutters on the ground floor and upper floor, all Q3, chimney, air space (10sqm+, which are not included in the 160sqm, but are included in the enclosed volume), Cat7, satellite system, better interior doors, and much more already included in the contract price.

We won't be that far apart in the end, I think it will quite likely get closer if you go into more detail now. A photovoltaic system (for KfW 40+) can be anything from --- to... I’m happy for anyone who manages to implement it cheaper, it’s not about me boasting with a project sum (ridiculous, because many here laying two or three times that on the table). I also know that our general contractor is not the cheapest, but there are simply only positive firsthand experiences from the circle of acquaintances. Well, then the difference in the plot. Fits! So let's keep our fingers crossed for TE to make it through here as well with 400K€.

Wow, things are really moving here, I hadn’t even had this topic on my radar anymore.

In fact, we were considering throwing the whole "KFW" idea overboard and trying to build with good insulation and a gas boiler. Whether all the costs will pay off eventually (over the years), I can’t say as a layman – we are hoping for low costs throughout the year thanks to photovoltaic and the heat pump (which type is still not quite clear to us) rather than a gas boiler.

However, the subsidies and the bit of independence from conventional suppliers (except electricity, of course) are already an attractive idea. We initially wanted to build without photovoltaic, but the jump to the "+" is not so expensive anymore because of the KFW subsidy.

We have now decided on another architect who made us a good offer. Unfortunately, we have few points of comparison and in a neighboring district everything suddenly costs only half, which generally leads to uncertainty. But he really convinced us on a human level and was able to provide valuable tips for the sketch based on our fairly concrete ideas.
Offer looks roughly like this:
Architect: Service phases 1-4
Structural engineer: Structural planning
Energy consultant: KFW subsidy application, photovoltaic simulation (whatever that is?), on-site supervision (was important to us so that we don’t only find defects at the blower door test)
Total offer for everything: ~16,000€
According to him, the following still comes on top:
~1500€ for the permit
~300€ for documents from the cadastral office
~1500€ for a geotechnical report
If you add everything up, we are therefore at just under 20,000€ gross and have a permit with all bells and whistles and can take over ourselves from there – as I see it as a layman.

One of our biggest problems is that the trades we have contacted so far cannot give us any costs. This is logical, since there is no design, but it makes cost estimation extremely difficult for us and we can only rely on average values from the internet and the architect’s experience.
As well as the topic of own contribution making the calculation immensely difficult.

Our standards for the equipment are manageable. No Villeroy & Boch needed, the 60€ faucets do fine too. I would describe our aimed standard more as "average". The kitchen will be assembled ourselves from the Swedish furniture store and installed by ourselves. The electrical appliances are class “Siemens” and will be ordered from the internet. We plan about 10,000€ for the kitchen (~12sqm), which roughly matched what my parents spent (with own work and enough willingness) without sacrificing comfort.
No fireplace or chimney planned.
Paving will be rather limited for us, as the house will sit quite directly at the street with the front. The plan is to order the stones and lay them ourselves.
