If between the first and second parental allowance periods there is only care time, the salary before the first birth is also used for the second child. Of course, not everyone wants that and it doesn't work for everyone. However, it is not only efficient for parental allowance, it also makes everything else basically done in one go. It's also great for the children; after about a year following the birth of the second child, they already have a great playmate. The initially increased effort soon pays off.
