I am new to the subject ^^ but by now it is in every guidebook and on every to-do list for expectant parents. In my opinion, it hardly makes sense that something like this is possible on the part of the state, but oh well. That is often a topic and doesn't have much to do with the subject here :)

For your information, it is currently 3,000€ without holiday and Christmas bonuses, we deliberately did not consider those. But you are right, for the first child it would be 1,800€ parental allowance, but I think meant for the second child, where it of course makes sense to change the tax class in order to receive more parental allowance.

Is that new? As a matter of fact, only regular wages were considered a few years ago, bonuses and special payments like the 13th salary were not.
