well on one hand you complain that he comes with a lawyer and accuse him of stupidity and cheekiness and inquire. on the other hand you also haven’t given him anything. I also don’t suspect that you want to offer him anything but just look for a way to be right yourself

Huh? Why should he be stupid or cheeky? He is an architect. And where did I accuse him of that?

Of course I haven't given him anything yet. He moved in a few weeks ago and the topic has only existed for a few days.

I could of course show up with a cake and a hug. That would be totally disarming and mega cool. I need to think about that.

Yes, but that is not the problem. There are supposed to be people who move boundary stones. Some do it because they want to make their property larger, some because the fence/wall foundation is supposed to go there, and some only realize when digging that it was a boundary stone and put it back exactly to the same spot (where was that again?). Tree roots, tractors, or trucks also like to push the stones aside.

Doesn't he first have to prove that the tank is positioned incorrectly? Then he should at least advance the surveyor's fee or even pay it completely himself. Yeah yeah ... just wait and see.

Yes, calm down. We (Family) are pretty relaxed about it. If the border is built over, we will probably have it taken down. My dad said that the last survey wasn't that long ago. It must have been after the reunification. However, why they might have slept on the job with the tank now is beyond me.
