Well, even though I can completely understand your curiosity and interest (same here), you should be aware that not everyone finds it great when the whole village knows how to build. Some might find that stuffy and incomprehensible, but it should basically be respected, because the house rights belong to the owner. So you are committing nothing less than trespassing... and you have to bear the consequences if someone doesn’t appreciate your voluntary construction supervision ;-)
Personally, I couldn't care less, but you should know what you’re doing....
§ 123 StGB Trespassing
(1) Whoever [...] unlawfully enters the enclosed property of another [...] shall be punished with imprisonment of up to one year or a fine.
(2) The act is only prosecuted upon complaint.
Funny...
the magic word here would simply be “enclosed,” and a shell construction without a fence and windows excludes “entering.” Now one could argue about the “unlawfully,” but that would get too complicated here.
-> Entering a shell construction is simply nothing – even if someone else does not like it.

So go ahead, if the builder catches you, you can praise the floor plan, that the house will be a nice one, etc. ;)
