I might have to add something. On the side, it’s not just the bin of that particular idiot standing there. There are x bins side by side. So maybe 4 or so. And at the next house, which is only 3m (really!) away, the next set is standing. The street is full of bins from top to bottom on that day. And he definitely didn’t pay anything for the street. But I’ve been thinking, maybe I’ll write him another letter where I explain the situation.

Since you ended the conversation, how about a personal talk instead of the letter? I've found; give the other person some credit, explain your slip-up, and the other side will accept it. Always insisting on "being right" usually comes across badly to the recipient and escalates the situation. Everyone speaks a different language, but people respond more calmly to an apology.

I recently read somewhere: Being right is one thing, applying the law is another.

then I'm not surprised that the naughty brat is angry that every business owner who wants to sleep in nicely places their bins in front of his house.

I would be annoyed too

No, those are almost all residents there. I think there is only one hairdresser on that side and it is 2 houses down. I also don't think that is his house.
