I still haven't understood whether the house is being newly built. Only with a new construction can he lay the line under his house. Whether that is allowed, I don't know; normally it is always the shortest path from "outdoors" to the house connection / meter / heating. You still haven't answered who owns the dead-end street.

The supplier is responsible for the connection. Presumably, there is a reason why it should be done this way. For example, that the other line is too old or too small. The contractor does not decide how it is laid in public spaces. Likewise, you have no say. I also don’t see the problem. Just recently, our site was dug up as well. After 1-2 weeks, the construction site was gone again.
