That way, you bring even more moisture into the basement by ventilating.
There are converters with which you can see how the humidity rises when the warm 28°C air with 40% humidity cools down to 19°C.

Your 28°C 40% becomes about 66% at 19°C.

A duct fan with heat recovery would be a permanent solution. Alternatively, a dehumidifier that also has a condensate drain. However, these are not cheap and require more electricity than a duct fan. Otherwise, you are allowed to empty it at least once a day.

You should actually be able to get by with 200-300 EUR...
In our case, the solution in the end was simply to switch from a condenser dryer to a heat pump dryer with drainage. It cost the same "extra price," consumes significantly less energy, and is more comfortable because you don’t have to empty the water container anymore.

Yep, we are currently using a dehumidifier with a condensate drain.
It costs us about 3.8 kW per day... Not cheap, but better than a damp basement. A duct fan is planned for the medium term.
