Land purchase with planning contract

We are looking for a plot of land. We have found one, the seller is a property developer company, but they want to have a planning contract signed upon the sale of the plot. Isn't this actually a linked contract? In addition, we would like to know whether there might then also be double real estate transfer tax involved here?
