This should probably make the OP aware that he should take a closer look at the development plan so that he – and we too – can base ourselves on correct specifications. Or what are you assuming now ?

It was about the fact that the OP wrote:

Whether this basement is legally considered a full story or not is a completely different question.

I also did not claim that the OP should not look into a possibly existing development plan. She just has to examine in more detail what can be realized under the given requirements.

The OP also likes to say without a basement... Maybe the OP could comment on what the actual question is? I haven't found one.

Hello,

the question is, with a maximum of €250,000 (+ all additional costs) can you get a turnkey (completely finished) house?

I seem to have mixed up 1.5 and 2.5 floors.

At the moment it is like this for us:

You enter through the front door and there is a staircase going up. Upstairs are the kitchen, living room, bathroom. Then you can go up one more flight of stairs where the bedroom is + a small loft where you can go up again with a small attic ladder.

Downstairs where the front door is, there is the heating room, a storage room.

oh yes, there is no development plan, according to the building authority.

It depends on the price of the plot. Otherwise yes, €250,000 for the house, plus additional costs (construction incidentals, financing incidental costs, outdoor facilities). That is possible.
