L-stones directly at the neighbor's fence?

Hello!

We have a plot of land where the neighbors on both sides are already finished, everything is in place, fence etc. Since our plot slopes downward and the house is slightly elevated, our terrace will be significantly higher than the existing ground level, and in terms of design, it would be best if it is raised overall and supported with L-shaped stones.

Can these be placed directly on our property right next to the neighbor’s fence, or what regulations apply here? We are in NRW – this varies from state to state.

One neighbor might be a bit difficult, so before discussing our plans, I would like to know what is allowed.

For example, must his fence be replaced/changed at our expense, or can we simply build as described above right up to the fence, etc.?

Unfortunately, no solution came out of it at all. Therefore, here is a different formulation. I want to know what is legally allowed. As formulated here. Are L-shaped stones allowed directly next to the fence, etc. This must be defined somewhere. At least not in our development plan.

And – what is possible if one does not do that. On which area can one gain how much height difference through a slope without having to secure anything. Such statements are missing for me and they were not in the other contribution either.

Our architect is building the house. He has nothing to do with [Garten Gestaltung].

Wrong. He plans the house, he does not build it. He is familiar with boundary structures and also with the state building code, otherwise he could not plan...
