Based on experience, you will only know the final costs during/at the end of the construction project, so you won't be able to get it exactly right in advance anyway.

No, the contract draft (not signed) plus the service description/offer is sufficient for the bank initially. You then submit the signed contract after it has been concluded.

I suspect if you don't have a separate architect who estimates the costs, then yes. Although it could also be that an offer with an acceptance deadline until the end of the year might be sufficient... but I don't know.

If your advisors did not explain this to you, I would have even less trust in their "commitment."

Correct, all questions that a good consultant clarifies in advance. At least a capable one can answer upon inquiry.
