Is an additional charge for high-quality lamps necessary?

The question is also, do you really want to use your lamps for 20 to 30 years. Technology develops, your taste might change, different things are current (even if you don't have to follow them), you change the furnishings and the lamps no longer fit...

I wish. We even have problems replacing 10-year-old high-end designer lamps or getting spare parts.

and what does the homebuilder who has no money for planning do? He just has the electrician put some spots in the ceiling in the classic way, and that's it?

He plans it himself. Either you already have an apartment, a house, then you roughly know what you want. Direct lighting, indirect lighting, etc. With that, you can at least plan the spots where lighting should go, matching the furnishings. If ideas are missing, search on the internet.
Then look in stores or online or with acquaintances to see what’s available, what you like, and what fits the furnishings. You can buy the actual lamps after furnishing if you are unsure. And also return them if you end up not liking them.

I definitely wouldn’t choose spots if I’m unsure. Unlike a lamp, they are hard to change later.
