For the start of the new neighborhood relationship, I think I’d stop by with a little basket containing bread, salt, and a cease and desist declaration.

I would go over, thank him that the neighborhood is now safer with him, and clarify the "offense" as a misunderstanding. You can defend yourself against almost anything, but poorly against praise.

Well, if it is the evidence for the administrative offense, then the general order probably counts more than the right to one’s own image.
Do it the way writes: go to him, praise his exemplary behavior, and ask him what he thinks about you reporting him for the violation of the right to personality Par. 201 StGB. It was on your property, right? With the topsoil? Doesn’t matter... he doesn’t have to know that your report would be dropped anyway. Par. 201 covers a lot.

No, he took photos of me from his balcony. He also didn’t photograph me while I was doing something, but only passing by with an empty wheelbarrow.

I don't quite understand what it's all about? Are you not allowed to bury plants or not allowed to remove topsoil?

One is not allowed to dispose of topsoil, weeds, etc. illegally
