Is a public order office notice including a photo lawful?

You will never find out who is right or wrong with all this going back and forth, unless you actually choose the path to a lawyer or further proceedings, and then it is like in the saying "In court and on the high seas...," anything is possible. The justice system loves such cases and has whole containers full of this kind of stuff.
The public order office will probably send you a fine; they probably won't check for long. Just chalk it up to a parking violation. The real question is how you can get the anger about the man out of your head as quickly as possible to be able to focus on the important things in life again.
After all, he has a picture of a man with a wheelbarrow... unless he has filmed a video of your criminal actions. It is not illegal to push a wheelbarrow, and as long as you do not honestly comment on it, the picture says no more than exactly that: "Man with wheelbarrow."
