Maybe it depends on what Alfred says was disposed of there. The authorities sometimes react very sensitively to illegal dumping. And then send an employee over to take a look and ask. Why not? In a village/small town, that's conceivable.

I think that – as stupid as it may sound – dumping your topsoil on someone else’s property is actually illegal and will probably be punished. Why would someone do such a thing? Where I come from, you either put the topsoil somewhere on your own property or you take it to the recycling center for a fee of 1.50 EUR. This way you are just trying to turn your problem into the town’s problem, which I don’t find very considerate.
