I join you as a construction expert. One more question: is the carport firmly attached to this spot? Can't the carport be made a bit smaller and then angled together with the house? Just make some templates and move it back and forth.

To come back to my suggestions: You write that it would be an exceedance of 1.4 sqm - for example 0.3 m over a length of 4.5 m. Such a thing is usually considered disproportionate if a rollback were required here. Regarding the Energy Saving Ordinance, one can certainly argue that higher wall thicknesses are required precisely because of the Energy Saving Ordinance, and these make up exactly the 0.3 m. Exceptions are often approved for the Energy Saving Ordinance / insulation. Before I would push the house backwards, I would take the route of the building application and the objection (if a redesign of the house is not possible).

You surely also believe that only fools work in the building authority .... ? The BVA has issued a negative decision, if the TE still builds like this now, the potential penalty will be higher; in this case, I also see a rollback as very likely. So what can she gain? And as for the energy saving ordinance – there is a building window in which the TE can/may/must move; then the wall thicknesses will work out! Not everywhere do the clocks run as strangely as in the Strauß's country  and not everyone can do whatever they want; the TE could have bought another plot of land ;) Rhenish greetings

I've been thinking that all along. You adjust the house to the plot, not the other way around.
