I am speechless about which architects you have talked to. I would quickly find someone else. These are basics and the simplest fundamentals that every architect must know and be able to do. The 2/3 rule for a floor applies in over 90% of single-family house new development areas, and even without much calculation, every builder must know that a knee wall of approx. 115cm in the shell construction and 100cm after insulation and flooring is always possible everywhere, thus achieving a full floor. Quickly find another builder.
However, the 1.15m knee wall in the shell construction is only possible with a roof pitch of 38°, right? Since a minimum of 40° is required and the provider only offers 42° as the next higher roof pitch, 1.15m knee wall would be too high here; from 1m knee wall in the shell construction would be the right range. The mentioned 70cm knee wall would still be too low but probably referred to the knee wall minus floor structure and would thus not be so far from the truth. That was not an architect but just a representative. We just wanted to understand it ourselves so that we are well prepared for the architect meeting and can discuss possible measures beforehand.
Fortunately, we are not yet committed to a provider; we are still comparing.
