That's nonsense. With two or three clicks, your heat pump can also run at 35°. And the hotter the heat generator, the more frequently it has to cycle. So the heat pump certainly cycles the least.
And the inertia of the underfloor heating has nothing to do with it.
If 21° is too cold for you, I recommend setting it to 22° or 23°. That should help. ;-)
Certainly the heat pump can also do 65 degrees :D but then the electricity consumption rises exponentially. With gas, this increase is rather linear.
